The CAAT Pension Plan has recently introduced Dbplus and OPTrust has launched OPTrust Select.  With innovative plan designs, these jointly sponsored pension plans are applying their expertise and efficiencies in administering pension plans to enable more employers and Canadians to have access to defined benefit pensions plans.  Furthermore, recent regulatory changes enabling single-employer plans to merge into Ontario’s large jointly-sponsored pension plans, may give rise to more innovation in this area and further strengthen the provision of defined benefit pensions in Ontario.

Speakers

Evan Howard
Vice-President, Pension Management, CAAT Pension Plan

Evan is Vice-President, Pension Management, at the CAAT Pension Plan, a jointly-sponsored multi-employer pension plan that serves the Ontario college system and other employers.  Evan is responsible for pension policy development, governance and regulatory compliance at the CAAT Plan, and oversees the Plan’s communication and actuarial groups.  Prior to joining the CAAT Plan, Evan was a partner in the Toronto office of Norton Rose and before that a partner at Osler, Hoskin & Harcourt, practicing exclusively in the area of pension and benefits law, with a special focus on the pension and benefit issues in mergers and acquisitions, and corporate restructuring.  From 1998 to 2000, he practiced pensions at Freshfields in London, England.  Evan was called to the Ontario Bar in 1996 and became a solicitor in England and Wales in 2000.  He holds a B.A. from the University of Toronto (Trinity College) and an LL.B. from the University of Western Ontario.  Evan is the past Chair of the Ontario Regional Council of the Association of Canadian Pension Management (ACPM) and currently serves on the ACPM’s National Policy Committee.  He is the past-Chair of the Trinity College Board of Trustees, where he served as a Trustee from 2008 to 2015.  Evan is a recipient of an Arbor Award from the University of Toronto, in recognition of his volunteer service at Trinity and the University of Toronto.

 

Julie Belair
Director of Actuarial Services, OPTrust

Julie Belair is the Director of Actuarial Services at OPTrust where she is responsible for providing direction and advice regarding actuarial matters, including actuarial support to OPTrust’s administration, funding and member driven investing strategy. OPTrust invests and manages one of Canada's largest pension funds and administers the OPSEU Pension Plan, a defined benefit (DB) plan with over 92,000 members and retirees. Julie’s previous role was as a senior consulting actuary with Willis Towers Watson where she spent 18 years specializing in the design, funding and accounting of DB and DC pension plans, including financial projections.

Julie has significant experience in the valuation and administration of pension plans, including complex issues such as negotiated benefit changes, plan mergers and windups, surplus sharing distributions, transfer of service calculations and executive arrangements. Julie has advised multinational clients, government and public sector organizations in order to assist them with meeting their human resource and financial objectives. Julie is a Fellow of the Society of Actuaries and a Fellow of the Canadian Institute of Actuaries. She graduated with an Honours Bachelor of Science degree in actuarial science and statistics from the University of Western Ontario.
