(Two temporary full-time positions available for approximately one year)

  1. Implements employee relations policies including the Respectful and Harassment-Free Workplace policy.
  2. Receives, investigates and resolves complaints.  Triages and analyzes complaints to clearly identify issues and determine how to resolve them or when to escalate them.
  3. Investigates, represents and facilitates the resolution of complaints and disputes regarding interpretations of civic personnel policies and practices, collective agreements and labour legislation.
  4. Provides guidance and expertise on the City’s overall Employee Relations strategy, including the development and implementation of associated programs and initiatives. This role will provide advice and support to managers and employees regarding the implementation and administration of various Employee Relations policies and practices.  This role will serve as a trusted intermediary between the City and its employees and work to maintain and strengthen the Employee Relations relationship.
  5. Takes on a lead role for the implementation of the City’s Respectful and Harassment-Free Workplace Policy. This will involve implementation, communication, training and evaluation of this Policy, as well as intake, triage, early resolution and investigation of complaints under the Policy.
  6. Coordinates the gathering, analysis and interpretation of research materials.  Produces and presents a variety of reports, written and verbal statistics.
  7. Provides regular reports to Senior Management involving caseloads, trends, complaint patterns and potential systemic issues.
  8. Develops and provides training to management and employees including program awareness and interpretation, program management and processes.
  9. Develop and provide tools and resources for management and employees to enhance the success of these policies.
  10. Research and provide recommendations to Senior Management on opportunities to expand, enhance or better integrate programs, initiatives and/or policies.
  11. Performs other related duties as assigned.
Requirements:

  • Degree in commerce, business administration or related field.
  • Four to six years' progressively responsible experience in the human resource field, with emphasis on the labour relations function.
  • Thorough knowledge of labour legislation, union contracts and City regulations affecting pay rates, working conditions etc. of civic employees.
  • Considerable knowledge of municipal organizations and types of municipal occupations, combined with a working knowledge of related functions in other organizations.
  • Ability to prepare and present, effectively, oral and written reports.
  • Ability to establish and maintain effective working relationships with all levels of officials and employees.

Salary:
$87,035.04 to $102,265.92 per annum (2016 rates).
