Reporting to the Director, Benefits and Disability Management, the Advisor will coordinate and provide guidance on activities and processes related to the delivery of CBC/Radio-Canada’s group benefits plans for active employees and retirees. You will lead projects and make recommendations on the establishment of policies, plans, and procedures to support the strategy, governance, design and financial reporting of the group benefits plans.

Main tasks include:

  • Establishing, implementing and coordinating ongoing processes, programs and activities to ensure the successful delivery of CBC/Radio-Canada’s group benefits plans.
  • Making recommendations on the design and delivery of comprehensive, competitive and sustainable benefits plans to attract and retain employees.
  • Providing guidance and advice to the Shared Services Centre, HR Business Partners, Industrial Relations and managers at all levels of the Corporation on group benefits policies, collective agreement provisions and processes.
  • Providing expertise and support in labour relations activities, including in the preparation for negotiations and arbitrations, and in the analysis and implementation of new collective agreements.
  • Conducting regular and specialized market reviews on group benefits practices, including ongoing legislative changes and market trends.
  • Monitoring and making recommendations to the Director, Benefits and Disability Management on modifications to existing Policies, Rules and Procedures.
  • Contributing to and coordinating the development and delivery of communications materials to active employees and retirees.
  • Performing research and in-depth analysis of data and reports from various sources.
  • Providing concise and complete reports related to financial aspects of benefits plans to various audiences including Senior Management and Finance.
  • Coordinating the planning and document delivery for regular internal and external meetings with union and association representatives; representing the Corporation at and leading related subcommittees, making presentations as required.
  • Maintaining ongoing contact and collaboration with, and providing guidance to, insurer(s) and consultants to ensure the timely delivery of services and documentation.
Exigences:

We are looking for a candidate with the following:

  • University degree, preferably in a field related to human resources management.
  • Minimum of 7 to 10 years of progressive experience working in the design and delivery of group benefits plans.
  • Demonstrated knowledge of design, pricing, funding and accounting activities of group benefits plans.
  • Must have knowledge and experience working with Excel, Word, and PowerPoint.
  • Knowledge of market trends for the design and delivery of group benefits plans.
  • Experience working in a unionized environment is a definite asset.
  • Must be able to demonstrate sound problem solving skills and the ability to ask the right questions, to support the resolution of complex or unique problems.
  • Must be able to exercise sound judgment and work independently.
  • Ability to proactively recommend suitable options and solutions, keeping in mind relevant policies, practices and possible precedent-setting, balancing employee and retiree needs with the overall direction of the Corporation.
  • Ability to use tact and discretion in dealing with sensitive and personal information, while ensuring confidentiality is maintained at all times.
  • Requires excellent interpersonal and communication skills to be able to advise, negotiate, be diplomatic and persuasive.
  • Ability to handle multiple, possibly conflicting priorities, and sometimes urgent demands.
  • Bilingualism (French and English), both written and verbal, is mandatory.
  • Able and willing to work flexible hours on occasion, when required.
  • Able and willing to travel within Canada on occasion, when required.
  • CEBS or GBA designation an asset.
