Description:

The Pension Plan Administrator provides services to the University with respect to the administration of the University of Winnipeg Trusteed Pension Plan.  In the provision of these services, the incumbent will develop and document procedures related both to the Defined Benefit & Defined Contributions component of the Plan.  This position also provides support services for the UW Trusteed Pension Plan Board of Trustees and the Committees attached to the Board. Reporting to the Manager, Pay & Benefits the ideal candidate will have directly related experience in pension administration, as well as experience administering Manitoba Pension legislation and pension related provisions of the federal Income Tax Act (ITA).

RESPONSIBILITIES:

All administration related to the Defined Contribution plan, including but not limited to:

Member enrolment,
tracking spousal waivers and relationship breakdowns,
providing information to retiring members,
reconciliations,
arrange and conduct education in cooperation with the DC Service Provider.

Administration related to the Defined Benefit plan including, but not limited to:

Calculations for annual adjusted pensionable earning for year-end and T4s, PAR’s as required, Credited Service, Cost of Living adjustments, calculations for DB special contribution payments,
Working with DB Service provider with year-end information,
Manage DB member inquiries,
Complete annual DB Contribution Planner and provide to Plan Custodian within prescribed deadline, 
Verification of all DB lump sum payments from plan before they are made; provide Plan Custodian with authorization to process payments to plan members/beneficiaries,
Maintain detailed records of retired plan members and their pension options
Verify and distribute annual pension statement to plan members,
Preparation of year-end reports for both plans.

Pension Plan Support Services including, but not limited to:

Determination of pension eligibility of employees,
Act as a liaison between Service Provider, Plan Custodian, plan legal counsel and the Board of Trustees,
Process beneficiary changes,
Contact plan members going on a leave of absence to offer continued participation in the plan,
Maintain and update pension information in relevant files, data bases, and web pages, as required.

Board of Trustees Support Services including, but not limited to:

Provide statistical reports to Trustees in connection with contributions and benefit payments from the plan,
Prepare and provide agendas to Trustees for meetings,
Attend Board of Trustee and Committee meetings and record minutes as required,
Compilation of annual report for approval at June Board meeting,
Maintain records in accordance with the Board of Trustees records retention guidelines.

Requirements:

QUALIFICATIONS:

Undergraduate degree or equivalent education or training that is relevant to the job responsibilities.
CEBS, RPA designations from the International Foundation of Employee Benefits Plans (IFEBP), or equivalent experience/education.
3 – 5 years directly related experience in the field of pension administration.
Experience administering Manitoba pension legislation and pension related provisions of the federal ITA
Knowledge of all relevant legislation governing Manitoba pension plans.
Knowledge of pension theories and principles generally acquired through a recognized program.
Demonstrated aptitude for performing complex calculations.
Advanced skills in the use of software including Outlook, Work and Excel.
Knowledge of university policies, procedures and collective agreements.
Demonstrated ability to work under pressure, deal with competing priorities, meet deadlines and prioritize workload.
Working knowledge of Human Resources Management System (Avanti)
Demonstrated ability to communicate effectively, both orally and in writing.
Ability to handle confidential and sensitive matters in a professional manner, and exercise discretion in providing information to others.
Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organizations and external contacts.
