General Accountability

Adheres to the Human Resources Mission Statement and Core Values in administering the TTC's employee and pensioner benefit plans and programs, and leads various benefit programs, initiatives and special assignments.

Key Job Functions

  • Administer the TTC’s employee and pensioner benefit plans and programs including healthcare, dental, group life and accidental death and dismemberment (AD&D) insurance in accordance with benefit plan documents, benefit policies, procedures and practices and legislation.
  • Provide employee benefit programs education and information through worksite visits, communications and presentations.
  • Update AskHR content; and provide resource support and counselling on benefit policies, programs and legislation.
  • Conduct research and analyze benefit data for various benefit initiatives, and provide input for corporate health and wellness campaigns.
  • Handle complex benefit policy and claim issues, and provide technical support.
  • Participate in section initiatives and special assignments.
  • Demonstrate behaviours that support diversity, inclusion and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility of Ontarians with Disabilities Act (AODA), and TTC’s policies.
  • Participate in the TTC Customer Service Ambassador Program.

Requirements:

Education and Experience

  • Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
  • Several years of directly related and progressively senior work experience leading benefits initiatives/programs.
  • Must have, or successfully attain, the Group Benefits Associate (GBA) designation through the Certified Employee Benefit Specialist (CEBS) program or the equivalent.


Additional Requirements

  • Comprehensive knowledge of the principles and practices related to benefit plan design, underwriting arrangements, and benefit administration.
  • Applied knowledge of applicable legislation and regulations, including relationship between employer sponsored benefit programs and government programs, Ontario Health Insurance Plan, Ontario Drug Benefit Plan, Assistive Devices Program, Workers Safety and Insurance Board, Employment Insurance, Employment Standards Act, Ontario Human Rights Code.
  • Thorough awareness of the relationship of benefits administration to various related human resources activities such as labour relations, recruitment and training,
  • Must have or quickly acquire comprehensive knowledge of all the TTC's Benefit Plans as well as a good knowledge of relevant collective agreements as they relate to areas of responsibility.
  • Must have benefits administration experience within a large HRIS/ERP system/software environment.
  • Working knowledge of SuccessFactors and/or SAP is an asset.
