The Civil Service Commission leads the delivery of a wide range of strategic human resource services within government including: policy and program development, training and development, recruitment and selection, labour and employee relations, classification and compensation, strategic planning, supportive employment, which includes disability management and accommodations, and pay and benefits. The Labour Relations Division provides strategic labour relations advice and expertise to government, the negotiation of collective agreements, contract administration, classification and benefits administration, public sector compensation coordination, and research and consultative services.

The Compensation and Benefits Analyst performs research, analysis and provides recommendations with respect to compensation and the design, administration, evaluation, and communication of negotiated and legislated employee benefit plans for the Manitoba government and other summary government organizations.

Responsibilities include:

·         Researching, analyzing, reporting and providing recommendations on compensation and benefit programs to ensure relevance, value, competitiveness and long-term sustainability. 

·         Establishing key performance indicators and monitoring achievements against service agreements, identifying need for corrective action were required.

·         Providing analysis of experience reports, renewal proposals, and contracts. Participating in contract negotiations/renewals and the re-marketing of benefit programs, including development and evaluation of specifications. 

·         Analyzing pension actuarial reports, valuations, and related data to provide advice regarding sustainability.

·         Developing, recommending and implementing benefit and total reward communication strategies for the Manitoba government.

·         Consulting and communicating with summary government organizations regarding centrally coordinated benefits administration matters.

Conditions of Employment:

·         Must be legally entitled to work in Canada

·         Must provide and maintain a satisfactory Criminal Record Check



·         Post-secondary degree in Human Resources, Actuarial Science or a related discipline, or an equivalent combination of education, training and experience

·         Experience with the design, governance and administration of compensation, benefit and/or pension programs

·         Knowledge of pension principles, benefits funding and administration models, and general knowledge of underwriting and actuarial principles

·         Experience performing research and qualitative and quantitative analysis with the ability to translate data into meaningful recommendations and reports

·         Excellent interpersonal skills with the ability to build and maintain relationships with internal and external stakeholders

·         Excellent written communication skills

·         Excellent verbal communication skills with experience preparing and presenting materials to various stakeholders

·         Strong Microsoft Excel skills



·         Knowledge of employment, tax and insurance legislation, and associated regulations

·         Certified Employee Benefit Specialist or equivalent designation
