As the Manager, Pay and Client Services you will be a key member of the Human Resources Management Team.  You will provide leadership, strategic oversight, and direction to a team of approximately 55 HR professionals responsible for the administration of Pay, Benefits, Pensions, and HR Records and Information Management.  Primary duties include:

Ensure the delivery of bi-weekly pay and benefits to City of Calgary employees and other applicable entities.
Provide guidance to Senior Management in complex and/or sensitive pay or benefits related issues.
Provide subject matter expertise for union contract negotiations and represent the corporate interests in collective bargaining for eight collective agreements and one exempt policy.
Oversee and be the subject matter expert for system access and audit/maintenance of the Time and Labour module within PeopleSoft and oversee the management of HR Records.
Oversee the development, sustainment and improvement of corporate strategies, programs, policies and processes which ensure corporate legal and regulatory compliance and alignment with council priorities.
Participate as an active member of the HR Management team.
Develop and maintain professional networks/partnerships ensuring the corporation is abreast of best practice.
Lead and develop a team of HR professionals, ensuring resources are deployed appropriately to meet corporate priorities.
Develop and implement 4-year business planning for the division and create annual divisional business strategies, plans, budgets, performance measures and standards
Monitor and analyze new technology, and develop and recommend options for incorporating or adapting new technology into the divisions activities.

Qualifications

A degree in a related field and a Certified Payroll Manager (CPM) designation is required.
At least 10 years of experience in the Pay, Benefits, and Pension areas of HR within a complex and unionized organization with diverse business needs is required. Experience must include at least 5 years in a leadership/supervisory role.
Proficiency with the Time and Labour module of PeopleSoft, or a comparable system, is required.
Experience overseeing projects and initiatives involving multiple stakeholders or implementing new programs or processes at an organization wide level.
Experience consulting with business leaders at all levels of an organization including members of council (or equivalent) on complex issues and able to influence at senior levels using highly developed political acumen skills.
Equivalent combinations of experience and education may be considered.
