Job Summary:

The Senior Payroll Specialist administers the bi-weekly payroll process for all employees and is a subject matter expert on all complex payroll related matters. This position leads the preparation and analysis of payroll, payroll reports, and payroll documents to meet business and regulatory requirements. They work independently to research and resolve payroll issues and effectively communicate the resolution to employees. They have a solid understanding of the payroll system and all related interfaces. This position provides analytical expertise when there are new programs, changes to the collective agreement or new legislation needs to be processed in the system.  Additionally, they are a key contributor to functional enhancements to our system as it relates to HR/payroll related business functions. They also take a lead role in the technical training of new payroll staff on the related systems and procedures.

 

Duties & Responsibilities:

  1. Administers the bi-weekly payroll process for all WCB employees following all statutory regulations, corporate polices, and contractual agreements. Ensures new hires, terminations, leaves, promotions, demotions, scope changes and other significant changes are accurate and complete and that all the necessary paperwork is completed to support the payroll changes. 
  2. Researches and resolves complex payroll issues arising from new programs, new legislation, changes to the collective agreement, or from other stakeholders. This would include resolving complex payroll issues from the Payroll Assistant position.  Effectively communicates the resolution to employees or external customers. 
  3. Collaborates with internal and external customers (i.e. government branches, benefit providers) to meet business and regulatory requirements. 
  4. Analyzes, implements, and troubleshoots major updates relating to payroll.  This includes mass retro payments, global pay scale or pay band updates, and organizational restructures.
  5. Supports special projects by identifying, analyzing, and implementing functional enhancements to our system as it relates to HR/payroll business functions and processes.
  6. Ensures all payroll codes, position details, job details, personal information, pay scales, pay band information, pay history records, benefit codes, and deduction codes are set up accurately in our systems. Develops and maintains information on rehires, job shares, statutory holiday pay and terminations.
  7. Takes a lead role in the technical training of new payroll staff on the related systems and procedures.
  8. Administers benefit changes, benefit eligibility, benefit caps, and enrollment dates (for PEPP, Group Life, Optional Life, etc).  Responsible for benefit prepayments (for leaves), PEPP arrear calculations, taxable benefits, vacation entitlement rollovers, RRSPs, garnishments, overpayments, retro payments, competencies, in-scope pay scales, pay history records, and audit reports.
  9. Prepares information for manual cheques/EFTs when necessary and ensures the payroll system is updated to reflect any changes outside of the normal payroll runs.
  10. Reconciles and balances biweekly payroll totals to the General Ledger and prepares correcting journal entries for Finance.
  11. Ensures that positions, employees, LOAs are accurate and balanced at month-end. Reconciles and balances year-end reports, adjustments and benefit reports as required. Investigates any discrepancies when necessary.
  12. Completes ROEs accurately and on a timely basis.
  13. Updates documentation on all payroll procedures.

Salary Range:

$54,129.14 - $69,118.40 per year

Exigences:

Qualifications:

Two years (2) successfully completed post-secondary education in business administration, accounting, and/or human resources.  Successful completion of the Payroll Compliance Practitioner program certification (PCP) would be as asset.

 

Education would be supplemented with four (4) years successful experience demonstrating the ability to do the following:

  • Processing Canadian payroll and benefits for a medium sized company using a computerized system in accordance with the CRA, EI, Canada Pension Plan, collective agreements, employer pension plans, Labour Standards, and other statutory/employer requirements.
  • Maintaining payroll records to comply with audit requirements.
  • Ensuring the general ledger payroll accounting is functioning in accordance with finance systems.
  • Excellent analytical and problem-solving skills and ability to translate these skills into actions.
  • Advanced computer literacy with a strong working knowledge of Microsoft Excel. Experience in Oracle HCM and JD Edwards would be an asset. 
  • Ability to prioritize and manage several major priorities in a timely and efficient manner with a strong attention to detail.
