Six months have passed since the Canadian Association of Pension Supervisory Authorities (CAPSA) released its revised Guideline No. 3 for Capital Accumulation Plans (CAPs) and the new Guideline No. 10 for Risk Management. Phil joined the predecessor to the BC Financial Services Authority in 2009 as a Senior Analyst responsible for the supervision of a portfolio of B.C. registered pension plans.  Most recently, he has been in the role of Acting Manager, Pensions where he oversees a team of risk analysts.

Prior to joining BCFSA, Phil worked in the pension industry with Telus Health (formerly Morneau Shepell) and Aon.

As Head of Member Engagement, Marc-Antoine leads initiatives designed to steer members of group retirement plans towards better financial health. This includes creating experiences, products and services around education, guidance, advice, and decumulation.

Marc-Antoine has worked in the group retirement industry since 2005, having started as a defined benefit pension consultant at a large consulting firm. At Manulife, he has held various leadership roles in group retirement product development.

Marc-Antoine is a graduate of Université Laval’s actuarial program, holds an MBA from HEC Montréal, and is a fellow of the Society of Actuaries (FSA) and the Canadian Institute of Actuaries (FCIA).

Stephen Bromley, ASA, ACIA

Stephen Bromley is a Senior Retirement Consultant at HUB International, bringing over a decade of expertise in retirement consulting. He is an Associate of the Canadian Institute of Actuaries and the Society of Actuaries and holds a Bachelor of Finance with Distinction from the University of Calgary. 

Stephen advises on hundreds of millions of dollars in retirement assets for clients spanning diverse industries and sizes. His areas of expertise include plan design, governance, investment strategies, and member education. Before joining HUB, Stephen was a consultant at Morneau Shepell (now TELUS Health), where he provided guidance on a wide range of plans, from Individual Pension Plans to Multi-Employer Defined Benefit Pension Plans. 

Stephen’s mission is to empower employers to optimize their retirement plans, ensuring their members achieve financial security and peace of mind in retirement.

Michael Wolpert is a Partner at Fasken Martineau DuMoulin LLP, practising exclusively in the area of Pensions and Benefits law. He provides private and public sector clients with strategic advice and practical counsel about legal, legislative and regulatory issues surrounding retirement plans, employment benefits and related human resource matters.

Michael serves on the Board of Directors of the Association of Canadian Pension Management, and is a past Chair of the Canadian Bar Association’s National Pensions and Benefits Law Section, as well as a past Chair of the Canadian Pension and Benefits Institute’s National Board of Directors. He is also a member of the Legal Consultative Committee for Alberta Treasury Board and Finance.
Michael is recognized for his work in Pensions and Employee Benefits law by a number of national and international legal publications, including Chambers Canada, Best Lawyers in Canada, and the Canadian Legal Expert Directory.
