No Solvency, No Problem?  The Changing Canadian Pension Landscape

Session description

Canada’s largest two provinces have now taken the necessary steps to minimize or eliminate solvency funding while replacing it instead with Provisions for Adverse Deviations (or PfADs). Other provinces have exempted only certain categories of plans from solvency funding. What do these changes mean for plan sponsors and will this trend continue? What do these new rules mean for members and their retirement income? How are investment strategies being re-evaluated in light of the changing rules? Our speakers will summarize the changes and provide their opinions on the new environment and their expectations for future changes to come.

Greg Heise
Partner
George & Bell Consulting

Greg has worked in the pension and investment fields for 24 years with a diverse group of clients, including multi-employer and jointly-trusteed pension plans, various non-pension trusts and large national and international corporations. Greg is a Fellow of the Canadian Institute of Actuaries, Society of Actuaries and Conference of Consulting Actuaries. He graduated from the University of Waterloo with a Bachelor of Mathematics in Honours Actuarial Science and a minor in Statistics.

He has extensive experience in the areas of plan design, valuation, compliance, administration, executive retirement income planning, investment policy, manager selection, asset-liability analysis and performance evaluation. Greg has served as lead actuary for numerous multi-employer pension plans in Western Canada, providing actuarial and investment advice along with advocacy with the regulatory authorities. He is a frequent speaker on actuarial matters at industry events, and regularly presents on a variety of topics to administrators of multi-employer pension plans and regulatory authorities.

 

Perry Teperson

Leith Wheeler Investment Counsel  Ltd.

Perry Teperson joined Leith Wheeler in 2004 after thirteen years as an actuary and investment consultant. He began his career with a Life Insurance company as a Product Development Actuary. During his consulting career, he led the Vancouver investment practice of a multinational actuarial consulting firm providing advice on investment strategy, including the matching of bond assets with liabilities. At Leith Wheeler, he works with corporate accounts, pension plans, endowment funds and First Nations trusts. Perry also is a member of the Leith Wheeler Portfolio Review Committee which determines firmwide asset allocation guidelines.

Perry graduated from the University of Cape Town with a Bachelor of Business Science degree awarded with distinction. He is a Fellow of the Canadian Institute of Actuaries and holds the Chartered Financial Analyst (CFA) designation
